About
Engineering is responsible for the performance and/or supervision of all traffic control, parking, engineering and design services needed by the city. Responsibilities also include keeping records of the public facilities and the information related to the street network and sewer system.
Other areas of responsibility include overseeing the street lighting system, the majority of which is owned by Consumers Energy. Engineering staff is actively involved with the Walkable Communities Task Force in efforts to make Jackson pedestrian and bicycle friendly.

Engineering is responsible for the engineering design and inspection on capital improvement construction projects such as:
- Municipal parking construction
- Roadway construction
- Sanitary sewer construction
- Storm sewer construction
- Water main construction
- Other major municipal construction projects

Jon H. Dowling, Jackson’s City Engineer, is a Jackson native and a graduate of Jackson High School, Jackson Community College and has a BSCE and a MSBA from Michigan Technological University. Jon has over 34 years of municipal experience and started his career at the City of Jackson before moving to Lansing to work for a engineering consulting firm and the City of Lansing. In 1999, he returned to the City of Jackson to take the position of City Engineer.
