Carl Breeding was elected to his initial term as a City Council member representing the 1st Ward, on December 1, 1997. Mr. Breeding’s deep commitment to the City of Jackson and its people has been demonstrated by his long time involvement with the Jackson County NAACP. Mr. Breeding has a long history of supporting the 1st Ward and its residents. Mr. Breeding was elected to the position of Vice Mayor in December of 2009, a position he continues to hold.
