JACKSON BROWNFIELD
REDEVELOPMENT AUTHORITY (JBRA)
The Jackson Brownfield Redevelopment Authority is a seven member
Board that was established by City Council on November 13, 2002,
pursuant to and in accordance with the provisions of the Brownfield
Redevelopment Financing Act, Act 381 of the Public Acts of the State of
Michigan of 1996, as amended.
The JBRA facilitates the implementation
of plans relating to the identification and treatment of environmentally
distressed areas so as to promote revitalization in the City of Jackson.
Through the JBRA, over a dozen properties were assessed using the US EPA
Hazardous Substance and Petroleum Assessment Grants in 2005-2007. Grant
funds have leveraged private investment in several industrial and
commercial sites, resulting in a retention of 350 jobs and creation of
60-80 new jobs. Assessment funds leveraged $33,500 in privately funded
environmental assessment activities and $8.3 million in private
investment.
The City of Jackson has had significant success where other Brownfield
Redevelopment tools were utilized, including Consumers Energy
Headquarters (2003 Region V Phoenix Award and People’s Choice Award),
Kinder Morgan, Home Depot, and numerous other private businesses
resulting in over $360 million of investment in Jackson’s Brownfields.
