The City Manager is appointed by and reports to City Council. The City Manager oversees and coordinates the City's daily operations. He has two assistants. One in charge of operations and the other is responsible for community and economic development. General policy guidelines, as set by City Council, are directed through the City Manager's Office to various City departments. The Manager is responsible for conducting studies and making recommendations and reports to the Mayor and City Council. In addition, the Manager carries the Charter-assigned authority to enforce all laws and ordinances, appoint department heads, and recommend the annual budget.
