JACKSON CITY COUNCIL

SPECIAL MEETING MINUTES

MARCH 24, 2011

CALL TO ORDER.

The Jackson City Council met in special session in the Council Chambers in City Hall and was called to order by Mayor Karen F. Dunigan at 7:00 p.m.

ROLL CALL.

Present: Mayor Karen F. Dunigan and Councilmembers Carl L. Breeding, Robert B. Howe, Kenneth E. Gaiser, Andrew R. Frounfelker and John R. Polaczyk—6. Absent with excuse: Councilmember Daniel P. Greer—1.

Also present: City Manager Warren D. Renando, City Attorney Julius A. Giglio and City Clerk Lynn Fessel.

ADOPTION OF THE AGENDA.

Motion was made by Councilmember Polaczyk and seconded by Councilmember Howe to adopt the agenda. The motion was adopted by the following vote. Yeas: Mayor Dunigan and Councilmembers Breeding, Howe, Gaiser, Frounfelker and Polaczyk—6. Nays: 0. Absent: Councilmember Greer—1.

CITIZEN COMMENTS.

Andrew Dotterweich reported on the recommendations from the Sign Board of Appeals regarding the proposed ordinance to regulate roof signs.

Shannon Marcetic asked the City Council to reconsider cuts to the Police and Fire Departments.

CITY BUDGET WORKSHOP.

City Manager Renando distributed three hand-outs for discussion. Using a power point presentation he explained the estimated dollar amount that needs to be cut to maintain a 10% surplus, initial Police and Fire Department reductions, cuts proposed after budget submissions and proposed Old Police & Fire Pension contribution reduction. He then explained Governor Snyder’s Economic Vitality Incentive Program, discussing accountability and transparency, a 3/24/11 2

sample local unit dashboard, service sharing and consolidation, incentive to combine government operations completely, employee compensation best practices, amendments to the Public Employment Relations Act and reform of binding arbitration. He concluded with a brief overview of his document entitled Issues, containing goals/objectives for 6 weeks, 6 months and 6 years.

ADJOURNMENT.

No further business being presented, a motion was made by Councilmember Polaczyk and seconded by Councilmember Howe to adjourn the meeting. The motion was adopted by unanimous voice vote and the meeting adjourned at 8:25 p.m.
