JACKSON CITY COUNCIL SPECIAL MEETING MINUTES

The Jackson City Council met in special session in the City Hall 10th floor conference room for a fiscal year 2007/2008 proposed budget workshop. Vice Mayor William A. Mure called the meeting to order at 6:08 p.m. with Councilmembers Carl L. Breeding, Daniel P. Greer, Sarah E. Mead, Andrew R. Frounfelker and John R. Polaczyk in attendance. Mayor Jerry F. Ludwig then entered the meeting.

Finance Director Philip Hones began by distributing a hand-out and discussing General Fund revenue highlights, which included ad valorem taxable values, labor force statistics, income tax trends and state shared revenue trends.

Personnel and Labor Relations Director Catherine Brechtelsbauer distributed a hand-out and discussed proposed health care benefit changes for 2007/2008. She concluded with three actions she is requesting Council consider, regarding active and retired employees, at their May 15, 2007, meeting.

A review of the proposed budget with a question and answer period began with Councilmembers and City staff. Councilmember Mead stated that she believed it would be a big mistake to eliminate the Region 2 Planning Commission (R2PC) from the budget. After discussion, it was the consensus that $60,000 be added to the 101.401.802 Planning Services budget, with $35,000 for City Planning Commission and $25,000 for the Zoning & Sign Boards of Appeal. Councilmember Greer stated he would like to see $25,000 transferred from the General Fund to the Downtown Development Authority (DDA) for operations. No objections were heard.

In conclusion, the Finance Director will prepare budget resolutions for the Council to consider at their May 29, 2007, meeting which will incorporate the changes for the R2PC and the DDA.

Mayor Ludwig adjourned the meeting at 8:38 p.m
