JACKSON CITY COUNCIL

SPECIAL MEETING MINUTES

MARCH 8, 2011

CALL TO ORDER.

The Jackson City Council met in special session in the Council Chambers in City Hall and was called to order by Mayor Karen F. Dunigan at 5:30 p.m.

ROLL CALL.

Present: Mayor Karen F. Dunigan and Councilmembers Robert B. Howe, Andrew R. Frounfelker and John R. Polaczyk—4. Absent with excuse: Councilmembers Carl L. Breeding and Daniel P. Greer—2. Councilmember Kenneth E. Gaiser arrived at 5:34 p.m.--1.

Also present: City Manager Warren D. Renando, City Attorney Julius A. Giglio and City Clerk Lynn Fessel.

ADOPTION OF THE AGENDA.

Motion was made by Councilmember Polaczyk and seconded by Councilmember Howe to adopt the agenda. The motion was adopted by unanimous voice vote.

PRESENTATION ON HEALTHCARE BY JFP BENEFIT MANAGEMENT, INC.

Councilmember Gaiser arrived at 5:34 p.m.

Dave Herman and Donna Pelham of JFP Benefit Management, Inc. gave a presentation on the City’s healthcare. The explained the following points:

  1. The 2011 minimum cost will be $5,314,911. This cost includes active employees, retirees under age 65 and retirees over age 65.
  2. A breakdown of our current costs, as well as an Option B and Option C (which would be a buy up).
  3. An estimated savings of $176, 817 if retirees, age 65 and over, move from a mixed traditional plan to a Medicare Advantage plan.
  4. An estimated savings of $6,467 by switching Life, AD & D and LTD benefits to Hartford Life Insurance.
  5. A comparison of our benefit level to 52 other companies and municipalities.
  6. Eligibility and policy coordination language.

  1. A recommendation which includes a potential savings of $1,100,000 – it will require 100% employee participation to achieve these savings.
  2. The consequence of "no action taken." Minimum increases coming July 1, 2011, from BCN (9.4% - $127,314) and BCBS (8.7% - $93,274). There is an unknown increase from COPS.

ADJOURNMENT.

No further business being presented, a motion was made by Councilmember Polaczyk and seconded by Councilmember Howe to adjourn the meeting. The motion was adopted by unanimous voice vote and the meeting adjourned at 6:15 p.m.
