Grant Administration

The Department of Community Development utilizes two entitlement programs, known as the Community Development Block Grant (CDBG) and the HOME Investment Partnership Program (HOME), to support the ever changing needs of the Jackson community. These programs are facilitated by the City Council, who carefully weighs each application to select entities that will provide the greatest benefit to individuals and families with low to moderate incomes, helping them achieve a better quality of life.

Funding Goals

CDBG funding is provided with four main goals in mind, while HOME is guided by its own set of targets. Those are:

CDBG

  • To provide safe, decent and affordable housing by preserving the existing housing stock, while developing opportunities for the addition of affordable homeownership units.
  • To encourage an economic climate that supports businesses providing livable-wage jobs in economic sectors likely to remain in strong demand for the foreseeable future by creating permanent jobs, undertaking long-term economic development efforts through entrepreneurial training, enhancing skills through education and training, and providing supportive services to enable access to these employment opportunities.
  • To prevent and eliminate blight by improving public facilities whose primary beneficiaries are residents with low to moderate incomes.
  • To provide an adequate level of human services that satisfies basic social, physical, mental, emotional and economic needs of all residents, especially those with low to moderate incomes.

HOME:

  • For the acquisition, construction and rehabilitation of property which is developed, owned or sponsored by individuals, for-profit entities and non-profit agencies.
  • For homeowner rehabilitation.
  • For homebuyer activities, such as down payment assistance, provided by non-profit agencies.
